A Detachment ------------------------------------------------- Location: Naukati Case number: AK13006036 Type: Death Investigation Text: On 1/26/2013 at 1055 hours, Klawock AST received a report that Andrew Richter, 51 years old of Naukati, had been found unresponsive outside his mother's residence in Naukati. EMS attempted to revive Richter for nearly 45 minutes with CPR and the use of an AED, but they were unsuccessful. During the investigation, a small amount of suspected methamphetamine was found in his possession. The State Medical Examiner's Office was contacted and advised of the unexpected death. They requested that Richter's body be transported to Anchorage so that an autopsy could be conducted. No foul play is suspected in this investigation and next of kin has been notified. Troopers responded to a disturbance call at McGowan's Girdwood residence. An investigation determined McGowan assaulted an adult male acquaintance during an argument. Alcohol was a factor for both persons. McGowan was remanded to the Anchorage Correctional Complex with bail set at $250 plus a court approved third party custodian. The driver of the vehicle, Carly Craig (age 24 of Anchorage), was subsequently arrested for DUI after investigation revealed that she was driving under the influence of alcohol. Craig was remanded at Anchorage Jail with $250 bail. Investigation revealed that Brian Weimer, age 56 of Girdwood, was southbound on the Seward Hwy near Mile 110. Weimer pulled into a pullout and struck the guard rail damaging his vehicle and the guard rail. No injuries were sustained and Alcohol was not a factor. Weimer reported to have been wearing his seat belt. The driver, John Connell (age 24 of Kenai), was arrested for two outstanding Warrants. One was an AST arrest warrant for an original charge of MICS 4, and the other was an APD warrant for No Insurance. Connell was remanded at Anchorage Jail with $500 bail. Investigation revealed Jeffery Hoke, age 34 of Girdwood, was traveling north on the Seward Highway in a silver 2002 Ford pickup. Hoke lost control of the vehicle on ice covered roads and struck a guardrail. Hoke reported wearing his safety belt and received no injuries. The vehicle was estimated at a total loss. The charges were the result of an investigation into Benton's claims of residency. The investigation revealed that from 2007-2012 Benton had obtained a various licenses, harvest tickets, and permits when he did not meet residency requirements. Benton also obtained Resident Commercial Fishing Permits from 2007-2012 under a claim of residency when he did not meet requirements. Benton has a mandatory court appearance in Sitka District Court. The driver was identified as Theresa Newman, age 33 of Girdwood. Investigation revealed Newman was driving without a valid driver's license. Newman was issued a misdemeanor citation for NVOL and released. The vehicle was released to a licensed driver from Girdwood.
