Text: On 1/29/13 at approximately 1400 hours, Alaska State Troopers in Klawock contacted Spencer Pitcher, age 20 of Naukati, at his residence in Naukati. Pitcher had an outstanding warrant for his arrest for a charge of Assault in the Fourth Degree-DV. Author: JAB9 Received Thursday, January 31, 2013 11:31 AM and posted Thursday, January 31, 2013 12:00 PM ------------------------------------------------- Location: Ketchikan Case number: AK13004189 Type: Theft II Text: On 01/21/2013 at approximately 1325 hours the Nass Valley Royal Canadian Mounted Police (RCMP) Detachment reported recovering a 16 foot jet skiff in the small village of Klincolinth, B.C. According to the RCMP on scene, the boat was listed by Alaska State Troopers as stolen from the Unuk River area approximately 60 miles north from Ketchikan, Alaska. Preliminary investigation by the RCMP in the area identified a person of interest as John Peter Ollivier (46) of Prince of Whales Island and who has also lived in Washington and Oregon. RCMP investigations discovered that Ollivier had illegally entered Canada while operating the stolen vessel. However, he departed the Klincolinth area shortly after his arrival and avoided initial questioning by RCMP. Alaska State Troopers are looking into the possibility that Ollivier may also be involved in several cabin burglaries in the Unuk River area, no charges related to the theft or burglaries have been filed as of this date. RCMP, US Customs and Canadian Border Integrity officers began searching for Ollivier in the area of Terrace, B.C. after learning that Ollivier had obtained a ride there. RCMP discovered that Ollivier was declined passage onboard an outbound aircraft in Terrace, B.C. and then began hitchhiking southbound on Canadian highways toward Vancouver, B.C. Alaska State Troopers traveled from Ketchikan to the Unuk River area on Monday the 28th of January on board the Alaska State Trooper P/V Enforcer to conduct a scene investigation. Troopers documented several damaged cabins in the area. Meanwhile a photo lineup which included Ollivier was conducted by RCMP in Klincolinth, B.C. concerning the theft of the jet boat and Ollivier was positively identified by eyewitnesses as the sole occupant and operator of the vessel. With this information, AST Trooper Carlson obtained a $5000.00 extraditable arrest warrant for Ollivier from the Ketchikan District Court regarding Theft 2nd degree. Alert Canadian Border Service Agency (CBSA) agents at the Nelway, B.C. land crossing observed suspicious activity and investigated further. OLLIVIER was confirmed to be a passenger in a truck and he was taken into custody without incident. Coordination between RCMP, Canadian Border Integrity officers and US Customs was conducted and arrangements were made for Ollivier to be transferred over to US authorities in Washington State where he is currently being held awaiting extradition back to Alaska. Alaska State Troopers will travel to Washington State and return Ollivier to Alaska at that time. Text: On January 30th, 2013 at approximately 0335 hours, the Alaska State Troopers responded to a suspicious vehicle near Whirlpool Circle, in Wasilla. Investigation revealed Eric N. Johnson, age 20 of Wasilla, had operated his vehicle while impaired by alcohol. Further investigation revealed Johnson's driver's license was revoked. Johnson was arrested for DUI, MOCA, MCA, and DWLR. Johnson was remanded to the Mat-Su Pretrial Facility with a $500.00 bail. Investigation revealed, Brian Petersen, age 43 of Wasilla, assaulted his girlfriend at their residence in Wasilla and damaged multiple items of her property. Further investigation revealed that Peterson was driving with a revoked license. Peterson was taken into custody and transported to MSPT where he was held without bail. The caller stated that they had been assaulted during an argument. The caller had been tied up following the assault but was able to free one hand and reach a cell phone to call 911. AST and AWT troopers from Palmer and Glennallen responded to the scene. The victim was able to get free of the restraints and exit the residence where the victim was escorted by Troopers to an awaiting vehicle. Troopers were able to establish communications with the suspect, Larry Kirkwood, age 63 of Eureka. Kirkwood came to the door unarmed and was taken into custody without incident. Further investigation determined that Kirkwood was intoxicated while in possession of a firearm. Kirkwood was also found to be in violation of conditions of release from a prior court case. Kirkwood was arrested for Kidnapping, Assault 4, MIW4 and VCOR. Kirkwood was transported to Matsu pretrial. AST responded and contacted the suspect. The suspect was identified as Freddy Nicolai, age 27 of Chistochina. Investigation determined that Nicolai had assaulted a family member early in the morning but the assault wasn't reported for several hours. Further investigation determined that there was a separate assault that had occurred a few days prior but also went unreported. Nicolai was arrested for two counts DV Assault IV. During the search incident to arrest, a canister containing Marijuana was located on his person. Nicolai was also charged with MICS VI and transported to the Glennallen Trooper Post pending arraignment. The driver was identified as Stephen R. Bernhardt, age 52, of Anchor Point. Investigation revealed that Bernhardt was driving while impaired and under the influence of alcohol. Investigation revealed the female was held in the vehicle against her will and the suspect attempted to force her to engage in sexual penetration while driving towards Anchorage. The suspect was known to the victim, and the suspect was identified as Jason Freeland, age 34 of Wasilla. The female fled from the vehicle when Freeland stopped to get gasoline in Eagle River. The suspect left the scene and the suspect vehicle was not located. An arrest warrant was issued for Freeland on 1/31/13 for charges of Attempted Sexual Assault I, Sexual Assault II, Kidnapping, and Assault IV. On 1/31/13 AST investigators learned Freeland flew via commercial airline to Tennessee. On 1/31/13, Freeland was arrested at the Memphis, Tennessee Airport and is currently being held without bail while awaiting extradition to Alaska. The vehicle was identified as a blue 1988 Ford Ranger. Upon contact the operator and sole occupant of the vehicle was identified as Ian Nathanial Dean Dukowitz, 18 years of age of Soldotna AK. Investigation revealed Dukowitz was operating the motor vehicle while impaired. Dukowitz was transported to Wildwood Pretrial where he was remanded for DUI, MCA and MOCA on $500.00 bail.
