Investigation revealed that between 2200 hours on April 21 and 0100 hours on April 22, unknown person(s) removed a white cell phone (iPhone) from an unlocked vehicle parked at a residence in Saxman. The total estimated cost of loss is $100. Alaska State Troopers are encouraging citizens to not leave valuables inside their vehicle and also to lock their vehicle when left unattended. Charliaga was under conditions of release not to consume alcohol and was placed under arrest. A Trooper from Kodiak flew to Ouzinkie and transported Charliaga to the Kodiak Jail to be remanded for his charge. At about 1150 hours, State Troopers arrived on scene, 51 Boundary Street, Lower Kalskag, upon which the single story residence was observed to be a total loss and the remnants still actively burning. The residence is a rental property owned by AVCP. The value of the residence is estimated to be greater than $200,000. There were no reported injuries or fatalities. Levi of Lower Kalskag was not with her court approved third party custodians as ordered by the court. Raven has active conditions of release pertaining to a felony Assault 2-DV. Her conditions state that she must be within 24 sight and / or sound of third party custodians. At about 1530 hours, State Troopers contacted Raven at a Main Street residence in Lower Kalskag where she was observed to not be with her third party custodians as required. Raven was arrested for Violation of Condition of Release and transported to Bethel via State aircraft. She was remanded to YKCC without bail pending arraignment. Investigation revealed the driver, Victor Nikolaevich Kilimnik, age 21, of Delta Junction was operating the vehicle under the influence of alcohol. Kilimnik was subsequently arrested for DUI. Kilimnik later refused to submit to a chemical test to determine his alcohol concentration and was also charged with Refusal to Submit to a Chemical Test. Kilimnik was transported and remanded to the Fairbanks Correctional Center where he was held on $3000 bail. Investigation revealed Jackson shoved the family member during an argument against a door jamb in their residence causing her bruises and pain. AST responded and arrived first on scene where medical attention was provided to the individual.Troopers were able to administer first aid and get a pulse until he could receive further attention from responding medics who transported the victim to Central Peninsula Hospital for further treatment. While conducting the scene investigation, AST discovered illegal narcotics which were a contributing factor. Items were seized and the investigation continues. AST anticipates forwarding charges of Misconduct Involving a Controlled Substance to the Kenai District Attorney's office. No arrests were made during the initial investigation. AST was able to locate the vehicle and further investigation revealed Cornell Constantine, age 47 of Soldotna, was under the influence of alcohol. While on scene, AST contacted Wayne Chulin Jr. Chulin Jr. had a $500 arrest warrant out of AST Soldotna. The warrant was for failure to comply with ASAP. Investigation revealed the driver of the vehicle (Maude Halbur, age 37, of Homer) to be driving under the influence of drugs. Further investigation revealed Halbur to have a suspended driver's license and that she was on active bail conditions in an ongoing criminal court case. Halbur was arrested and remanded at the Homer Jail without bond. The driver was identified as Carrie L. Long, age 50, of Wasilla. An investigation revealed Long was operating the vehicle while impaired by alcohol and was placed under arrest for DUI. Long was also found to have been operating the vehicle with a revoked driver's license stemming from a prior DUI arrest. Long was then transported and remanded into the Mat-Su Pretrial Facility where she was held on $5000 bail. Investigation revealed the school bus was traveling north bound on KGB Rd. The bus was stopped at the intersection of Country Lane with its red lights flashing and the stop sign placard displayed in the "STOP" position. Lisa D. Gettman, age 59 of Anchorage, who was operating her 2005 Chrysler PT Cruiser, drove up behind the bus and rear ended the school bus at a high rate of speed. The school bus had a total of 48 students on board and the bus driver. Gettman and five students were transported to the Mat-Su Regional Medical Center with non-life threatening injuries. Gettman was utilizing her seatbelt at the time of the collision. Gettman's vehicle was a total loss. Damages to the school bus were estimated at $5,000. The crash is still under investigation.
