Investigation revealed that the driver Michele Kupers, a ge 49, of Ketchikan was traveling Southbound on the North Tongass Highway in a 1994 Ford Taurus when she lost control of the vehicle she was ope rating and collided with a guardrail. Kupers was transported by North To ngass Volunteer Fire Department EMS to Peace Health Ketchikan Medical Cen ter and later released with minor injuries. Investigation revealed that the driver was not paying attention while operating a motor vehicle and was attempting to dial a telephone number on her cell phone when she drove o ut of the lane of travel and struck the guardrail. AK Bureau of Investigation Location: Ketchikan, Alaska Case number: AK12237696 Type: MICS 4 x 4 Text: On 09/23/12, at approximately 0700 hours, the Alaska Bureau of Invest igation's Southeast Alaska Cities Against Drugs (SEACAD) task force, with t he assistance of the Ketchikan Police Department and the Alaska State Troop ers Ketchikan Post, contacted Blaine Adam Hayward (age 22 of Metlakatla) an d Matthew Swan Booth (age 25 of Metlakatla) at the Alaska Marine Highway Fe rry Terminal in Ketchikan. Hayward and Booth were both arrested for two counts each of Misconduct Involving a Controlled Substance in the Fourth De gree after investigation revealed they were illegally in possession of 73 o unces or 4.5 pounds of marijuana buds. The destination of the marijuana was Metlakatla. Hayward and Booth were remanded at the Ketchikan Correct ional Facility without bail. The estimated street value of the seized ma rijuana in Metlakatla is $103,112. AK Bureau of Highway Patrol ------------------------------------------------- Location: Palmer Case number: AK12237635 Type: DUI x 2, DWLR, VCOR, Warrant Arrrest Text: On 09-22-12, at 2229 hours, Alaska State Troopers with the Bureau of Highway Patrol, South Central Team responded to the intersection of Biscane Dr. and Caprice Dr. for a reported vehicle in the ditch that was still run ning with a male walking away. Troopers arrived on scene and contacted t he original vehicle in the ditch and an additional vehicle which was on sce ne pulling it out. Troopers identified the driver of the vehicle in the ditch a 1994 Ford Explorer, as William C. Tigert, age 33, of Wasilla. Th e second vehicle, a 2011 Chevrolet 1500, had been driven to the scene by Ro bert T. Reid, age 44, of Palmer. An investigation revealed both Tigert a nd Reid were operating their respective vehicles while impaired by alcohol and they were placed under arrest for DUI. Tigert was also found to be d riving with a revoked driver's license for a pending DUI case along with a warrant for his arrest for failing to appear for trial call on the original charge of DUI and MIW 4. Tigert was also out on conditions of release a nd was bared from driving or consuming alcohol which he was found to be in violation of. Reid was transported and remanded into the Mat-Su Pretrial Facility where he was held on $500 bail for the DUI charge. An i nvestigation revealed Pilipaka was operating the vehicle with a revoked d river's license stemming from multiple DUI and underage consumption convict ions. Pilipaka also had an active warrant for failing to appear at arrai gnment for the original charge of MCA and minor on licensed premise. Pil ipaka was placed under arrest for driving with a revoked driver's license a nd for the active warrant. Pilipaka was transported and remanded into th e Mat-Su Pretrial Facility where he was held on a total of $500 cash bail.
