A Detachment ------------------------------------------------- Location: Ketchikan Case number: AK12241377 Type: VCOR X 6 Text: On 10-08-2012 Klawock AST received a report that Wesley Minch, 25 years old of Klawock, had been released from custody the evening of 10-07-2012 from Ketchikan Correctional Facility. A family member reported receiving several suspicious phone calls in the early morning hours of 10-08-2012 and suspected Minch. It was confirmed in APSIN that Minch was currently on conditions of release stating not to contact the reporting family member and to obey court orders and all local federal and state laws. Klawock AST contacted Minch via telephone who admitted to contacting the family member several times by phone and claimed he was still in Ketchikan but refused to turn himself in to AST. On 10-09-2012 an arrest warrant was issued by the Craig District Court in Craig. The Ketchikan Police Department located an arrested Minch on the outstanding AST Warrant. He was remanded to Ketchikan Correctional Facility and held on $2000 bail. Information provided to AST indicated the female was attempting to drive away from the store. Troopers responded and subsequent investigation revealed that Barbara Johannsen, 66 years of age of Ketchikan had operated her vehicle while under the influence of alcohol. Johannsen was arrested for DUI and later refused to submit to a chemical test. Johannsen was charged with DUI and refusal to submit to a chemical test. Johannsen was remanded to the Ketchikan Correctional Center. Investigation revealed Donald Obrien, age 58 of Wasilla, was operating his vehicle while under the influence of alcohol. Obrien was arrested and remanded to the custody of Mat-Su Pretrial and held on $500 bail. The subject was identified as John Liesch, age 55 of Kenny Lake. Liesch was transported to Cross Road Medical Center where he was pronounced dead. The next of kin was present at the time of death and the SME has been notified. Foul play is not suspected in this case. Search efforts will resume 10/09/12 weather permitting, with additional resources and a donated sonar unit. Area lodges are helping with the search by contributing people, boats, and equipment to include air transportation provided by Tikchik Adventures. Original text: On 10/07/12 at 1715 hours, the Alaska State Troopers in Dillingham received a report from a hunting guide at Tikchik Lake reporting an aircraft crash on the lake. The guide reported that he and a hunter observed a small aircraft attempting land on the lake when the aircraft flipped over and began to sink. No one was observed to exit the aircraft while it was sinking. The guide watched the area of the incident and has not observed anyone in the water since the crash. Alaska State Troopers have preliminary information regarding the identity of the aircraft and pilot, but will not release further information until a Trooper can arrive on scene and confirm the information. Alaska State Troopers were unable to fly to the lake to conduct an investigation on 10/7/12 due to darkness and fog in the area. Response efforts on 10/8/12, have also been hampered due to weather conditions in the area. The NTSB and FAA were notified. Nome troopers flew to the village and arrested Jackson Mokiyuk, 49, of Savoonga on charges of two counts of fourth-degree misconduct involving a weapon and one count of fourth-degree domestic violence assault. Investigation revealed Mokiyuk physically assaulted a family member and shot a firearm multiple times in various places around the village. Alcohol is believed to be a factor in the incident. Upon contacting the man, he admitted to having marijuana in his possession. He directed Troopers to the location of the marijuana, which was inside a seam of Swann's backpack. The total weight of the marijuana was 27.2 grams. The marijuana was packaged for sale and he admitted he was going to sell it in Kivalina. Troopers let the man continue on his trip to Kivalina. The case will be referred to the Kotzebue District Attorneys office for prosecution. Hadley also was in possession of three (3) rifles during the incident. Hadley was placed under arrest. During the arrest process Hadley spit on two VPO'S and then kicked one of the VPO'S causing them pain. Hadley was later remanded to the Kotzebue Regional Jail. Alcohol is a major factor in this case. E Detachment ----------------------------------------- Location: Girdwood Case Number: AK12241418 Type: Search and rescue/boating fatality Text: On 10/8/12 at approximately 1708 hours the Soldotna Public Safe ty Communications Center received a 911 call from Ronald Cone, 55, of Anchorage. Ronald reported he, Nathan Cone, 29, of Anchorage, Harold Moore, 69, of Seward were boating up 20 Mile River when the boat overturned in the water. Ronald Cone and Nathan Cone made it to shore and last saw Harold Moore floating down in the river. Two troopers and a U.S. Forest Service Officer responded to the location approximately 4.5 miles upriver from the Seward Highway in a USFS jet boat. While en route to rescue Ronald and Nathan, Moore's body was located. Moore's body was retrieved while Ronald and Nathan were rescued. Ronald and Nathan were not injured just cold and wet. All three were transported to the highway. Ronald and Nathan were evaluated by medics on scene and declined further medical attention. Moore's body was picked up the State Medical Examiner. Next of kin was notified. Moore was wearing a floatation suit and Ronald was wearing personal floatation device. Nathan was not wearing any type of PFD. Investigation into the accident revealed they were traveling upriver in a 16 foot aluminum boat when the prop became stuck on a log. As the current pushed the boat backwards into the log jam, the rear end of the boat filled with water, and sunk the boat. Initial investigation revealed brothers Dave and Larry Dobson had canoed to the south side of Portage Lake on 10/8/2012 to spend the afternoon hiking. When they returned from their hiking excursion that day, the brothers discovered the canoe floating in the lake away from the shore. Larry Dobson, 50, of Sterling, jumped in the lake to swim and retrieve the canoe. During the swim, he began to struggle and eventually disappeared beneath the water surface. Dave Dobson, 51, of Sterling, jumped in to try and save his brother, but returned to the shoreline shortly afterward. The terrain on that end of the lake prevented Dave Dobson from hiking back to the parking lot. Dave spent the night camped on the lake shore. Sometime the next morning, the canoe drifted back to shore. Dave retrieved it, paddled back across the lake to the parking lot where he was met by a family member who came looking for the overdue brothers. Dave Dobson was taken by Whittier ambulance for treatment of hypothermia. An Alaska State Trooper, Whittier Police Officer and U.S. Forest Service Officer responded to the area and are doing a preliminary search of the lake with a USFS jet boat. The 50-year-old Roberts is 5-feet-9 inches tall, weighs 220 pounds and has balding grey hair and green eyes. During the early morning hours on Oct. 4, an alert was received that Roberts' court ordered ankle monitoring device had been tampered with. Responding officers located the device that was apparently cut-off with a grinder and left in the backyard of Roberts' third-party custodian's residence in Anchorage. Roberts is facing charges in a total of seven criminal cases. Current charges include guiding without a guides license, flying without a pilot's license, driving with a revoked license and more. Roberts was released from custody in February 2012, after being convicted in the Cordova court for charges related to the taking of a moose same day airborne. Roberts was previously the subject of a multi-week man hunt in 1999 when he fled from a State Trooper arrest team after undercover officers, posing as hunting clients, witnessed Roberts committing numerous serious wildlife offenses. Roberts has a long criminal history which includes numerous wildlife and guiding offenses, driving under the influence, assault, forgery and driving without a license. He frequents the Big Lake and Wasilla areas and also has spent time in Anchorage. Roberts is an unlicensed pilot and frequents the Yentna/Susitna drainages as well as the Cordova and Yakutat areas of Alaska.
