A Detachment -------------------------------------------- Location: Angoon Case number: AK12243421 Type: Warrant Arrest/(2) Counts Assault in the 4th Degree/Resisting Arresting/Escape in the 4th Degree Text: On 10/17/12, at 0318 hours, the Angoon VPSO's responded to a report of a disturbance at a residence in Angoon and during their investigation they arrested Kristi Willis, age 26 of Angoon, on an outstanding warrant for Failing to Appear in Court on the original charges of Misconduct Involving a Controlled Substance in the 3rd Degree and 3 counts of Contributing to the Delinquency of a Minor. During the arrest Willis attempted to bite and hit the VPSOs, and she also broke out of her restraints and attempted to flee. Willis was arraigned and lodged at the Lemon Creek Correctional Center on $3,000 bail. Investigation revealed that a 4th degree assault had possibly occurred between two adult family members, no injuries were reported. Theodore Lynch, age 61 of Haines, captain of the 48' gill netter F/V Darlin Michele, fell overboard while the vessel was shrimping in approximately 180 foot of water. Lynch's brother-in-law was on board at the time Lynch had fallen over board and he made three attempts to rescue him, but he was not able to pull him back onto the vessel. Lynch was wearing a PFD at the time he fell overboard, however it came off when he was being pulled into the vessel the third time. A USCG helicopter and C130, 3 private vessels, the P/V Nolo Contendre from Haines, and the Skagway FD response boat conducted a search of the area, but they were unable to locate Lynch. At 1806 hours, the USCG suspended their search for Lynch. NOK has been notified. Text: On 10/22/12 at 0416 hours, Alaska State Troopers responded to the intersection of Vine Rd. and Hollywood Rd. in Wasilla for a reported disturbance. Investigation revealed that Joshua Melson age 31 of Wasilla destroyed property of a family member and additionally assaulted that family member. Melson was arrested for Criminal Mischief 4 and Assault 4 and remanded into custody at Matsu Pretrial and held without bail. Investigation revealed Lofgreen was operating a motor vehicle in violation of his instructional permit. Further investigation revealed Lofgreen's vehicle displayed license plates that were not registered to his vehicle. Lofgreen was issued two misdemeanor citations to appear at a later date in court and released on scene. Bay, age 33 of Wasilla during a traffic stop near mile 3.5 Kink Goose Bay Rd., in Wasilla. Investigation revealed Bay was operating a motor vehicle with a suspended license. Further investigation revealed the vehicle was displaying plates that were registered to a different vehicle. Bay was issued two misdemeanor citations to appear in court at a later date for DWLS and Improper use of Plates. He was also issued two traffic citations and released on scene. The vehicle was released to a licensed driver. Investigation reveal ed 32 year old Emily Pack, of Nibley, UT, was operating a 1995 Toyota p ickup southbound near mile 5.5 Rezanof Drive. Pack lost control whe n she encountered one of several areas of intermittent ice found on the road between mile 2 and mile 6 of Rezanof Drive. Pack collided with t he guard rail on the right side of the road, ricocheted into the oncoming l ane, spun 180 degrees and then collided with the guard rail on the left sid e of the road and then came to a stop. Pack and her passenger were both wearing their safety belts and were uninjured. The damage is estimated t o exceed the value of the vehicle and it is therefore considered a total lo ss. Based on information from this initial report, the Northern Special Emergency Reaction Team (SERT) was activated. While SERT was en route, the family managed to escape the house. Patrol troopers established phone contact with the man, identified as Ronald Shepherd, 38. SERT set up a perimeter around the house while patrol troopers continued to negotiate with Shepherd. At 0247 hours on 10-23-2012, the patrol troopers were able to convince Shepherd to surrender peacefully. Shepherd was taken into custody by SERT members after he exited the residence unarmed. No one was injured in the incident. Shepherd was transported to Fairbanks Correctional Center and booked on charges of domestic violence assault III and misconduct involving weapons for being in possession of a weapon while under the influence of either alcohol or drugs. During the investigation, AST obtained consent to search Hootch's luggage and seized approximately 63 grams of marijuana that was packaged for distribution. In addition to the seized marijuana, numerous drug packaging materials and smoking devices were also seized. Hootch was arrested for MICS 4th and remanded to Anchorage Jail where she was held in lieu of $6000 C/C. Investigation revealed that the sender accepted money for the alcohol, purchased the alcohol for a single individual and then shipped the alcohol to two separate individuals. The alcohol was seized and the investigation continues. Unalakleet is a local option community that has chosen to ban the sale of alcohol. The seized alcohol would sell for approximately $2800 or more in the community. AK Bureau of Highway Patrol ------------------------------------------------- Location: Big Lake Incident Number: AK12244594 Type: MVC-I / DWLS Text: On 10/22/12 at 1550 hours, Alaska State Troopers Bureau of Highway Patrol responded to Mile Post 7.8 Burma Rd. in Big Lake for a report of a motor vehicle collision involving injuries. Investigation revealed Naketa McKinney, age 37 of Big Lake was traveling south bound at Mile Post 7.8 Burma Rd. in a 1997 white Chevrolet Malibu, lost control of her vehicle, drove off the roadway into the east side ditch and overturned. Further investigation revealed McKinney was Driving While license Suspended. McKinney was wearing her seatbelt at the time of collision and was transported by EMS to MSRMC for non-life threatening injuries. McKinney was issued a misdemeanor citation for DWLS to appear in court at a later date. AK Div of Fire and Life Safety ------------------------------------------------- Location: Nikiski Type: Structure Fire Text: Smoke Alarms Alert Sleeping Family in Time to Exit Burning Home On Sunday October 21, 2012 at 03:30 am the Nikiski Fire Department responded to a reported structure fire at 53034 Foley Drive. The Nikiski Fire Department responded with eight personnel and requested auto-aid from the Kenai Fire Department. Upon arrival at 03:36 am, Nikiski Engine 1 reported heavy fire in the front and rear of the structure. At approximately 03:57 (21 minutes after dispatch) the fire was reported under control. Occupants of the home stated that they were awoken by smoke alarms sounding. The two parents located downstairs saw heavy smoke and went upstairs to the living room area where they noticed the fire. The two parents then continued up stairs to their children's rooms. The parents were able to get all four children, crawl back down the stairs past the fire and exit safely out the rear door of the structure. The importance of this message is to remind all Alaskans to have working smoke alarms in their homes. This family was very fortunate to have working smoke alarms and exit their home safely. Without working smoke alarms there would have been a more tragic outcome. Alaska State Fire Marshal Kelly Nicolello adds, "Fire safe behavior can keep a fire from starting. Working smoke alarms, planning and practicing your fire escape plan and adding residential fire suppression sprinklers can ensure your family's safety from a fire."
