A Detachment ------------------------------------------------- Location: Naukati Case number: AK12248197 Type: DWLR, VCOR, MOCA, MCA Text: On 11/7/12 at approximately 1620 hours, Alaska State Troopers in Klawock observed a 1995 Ford F150 being operated in the community of Naukati by Spencer Pitcher, age 20 of Naukati. Troopers were aware that Pitcher's operator's license was currently revoked, and conducted a traffic stop on the vehicle. Investigation revealed that Pitcher was currently under court ordered conditions of release not to drive without a valid license, and not to consume alcohol. Pitcher admitted to consuming alcohol prior to operating the vehicle. Standardized Field Sobriety Tests (SFST's) were administered, and it was determined that Pitcher was not Driving Under the Influence (DUI) at the time of the stop. Pitcher was placed under arrest for the charges of Driving While License Revoked (DWLR), Violating Conditions of Release (VCOR), Minor Operating after Consuming Alcohol (MOCA), and Minor Consuming Alcohol (MCA). Pitcher was transported to the Craig jail facility where he was remanded with a bail set a $500.00. Investigation revealed a 24'x32' out-building belonging to Victor Logan, 58 years of age, of Hollis was fully engulfed in flames. The Klawock and Hollis Fire Departments responded and assisted in putting the fire out. No one was injured during the fire. Investigation revealed, Kenneth L. Brawford , age 20 of Palmer, assaulted two family members causing minor injury at the residence. Barwford fled the scene after threatening them with a dangerous instrument. Brawford was located at a nearby residence and was found to be in possession of a knife with attached metal knuckles. Brawford was arrested for Assault III, Assault IV, and Misconduct Involving Weapons IV. Brawford was remanded to the Mat-Su Pretrial Facility where he was held without bail. Akaran was reported to be transporting alcohol to St. Michael. St. Michael is a local option community where the sale and importation of alcohol are banned. The investigation resulted in a search warrant for Akaran's backpack which revealed (14) 750 ml bottles of distilled spirits. An arrest warrant was obtained for Akaran and he was arrested on 11-5-12 and remanded to the AMCC on 11-6-12 after being arraigned in Unalakleet. Akaran is being held on $1,000 bail. Investigation revealed that on 11-4-2012 Keown had dumped approximately 500 pounds of garbage in the Knik River Public Use Area off of Maud Road two days prior. Murrell, age 43 of Palmer pled guilty in the Yakutat District court to one count of taking a brown bear without a registration permit. He was fined $5000 with $2500 suspended and ordered to pay restitution in the amount of $1300. In addition Murrell was given 30 days in jail with 30 days suspended and placed on probation for 2 years. The illegally taken brown bear's skull, hide and claws were forfeited to the state. A second charge of taking a brown bear within one-half mile of a waste facility (Yakutat City dump) was dismissed as part of the plea agreement. The large brown bear was killed on September 30, 2012 at the Yakutat dump. State law prohibits the hunting of brown bears within one - half mile of a solid waste disposal facility. After the bear was seized, it was sealed by ADFG personnel and was given a "green" skull measurement of 28 10/16".
