Investigation revealed after being told to leave a local business Robert Skoog, age 28 of Wasilla, had challenged someone to a fight, recklessly caused physical injury, and recklessly caused fear of imminent physical injury, while being drunk on a licensed premise. After being told he was under arrest, Skoog resisted arrest. Subsequently, Skoog was arrested on the charges of Criminal Trespass, Assault in the 4th degree X2, Disorderly Conduct, Harassment, Resisting Arrest, and Drunk on a Licensed Premise. Skoog was remanded at Mat-Su Pretrial, and held with bail set at $5,000. Investigation revealed Garland was driving without a valid operator's license. Garland was issued a misdemeanor citation to appear in court at a later date and released at the scene. Investigation determined Allen Starr age 47 of Tanana had entered a residence, began arguing with the homeowner and proceeded to punch the subject in the face. A guest at the residence observed the assault an attempted to intervene but also was assaulted by Starr. A summons was requested charging Starr with two counts of Assault in the Fourth Degree. The investigation revealed Thomas Earsley, age 64, of Kenai was driving a 1999 Toyota truck and was stopping for a school bus, while it unloaded children. When Amiel Severson, age 49, of Soldotna, who was driving a 2008 Jeep, failed to stop and rear-ended him. All parties reported wearing their seatbelts. There were no reported injuries. Severson was issued a citation for her part in the collision. Troopers responded to the area and heard a disturbance inside a nearby apartment. Troopers contacted the occupants and subsequent to an investigation, an intoxicated John Rutherford was arrested for damage to the apartment resultant to a verbal argument. Rutherford was also on probation at the time and in violation of his conditions of probation. Rutherford was transported and remanded to the Wildwood Pretrial Facility and remanded without bail.
