A Detachment -------------------------------------------- Location: Ketchikan Case number: AK12250196 Type: Accidental Shooting, MIW 3rd Degree, Fail to Register as a Sex Offend er 2nd Degree Text: On 11/16/12 at 1706 hours, the Alaska State Troopers received a report of an accidental discharge of a firearm in the area of Mahoney Lake. Investigation revealed that John Alley, age 62 of Ketchikan, had accidentally discharged a firearm causing minor injury to his hand. Further investigation revealed that Robert James, age 35, of Ketchikan who was present at the time of the incident and a convicted felon out of Alaska was also in possession of a handgun. James was also found to be out of compliance as a Sex Offender. James was arrested for MIW 3rd Degree and Fail to Register as a Sex Offender in the 2nd Degree. James was transported and remanded to Ketchikan Correctional Center and held without bail. Investigation revealed that S. Barr had consumed alcohol. Barr was issued a citation for Minor Consuming Alcohol and released at the scene. The victim had been out of town for several months. Items stolen include a .44 caliber Magnum Revolver, a .22 caliber Marlin rifle, and a Meyer brand snow plow. Anyone with information regarding the theft is asked to contact the Alaska State Troopers at (907) 465-4000. AST investigation is continuing. As the troopers were responded to the scene they made contact with two juveniles, the children said they witnessed the burglary and reported the crime to their baby sitter who had been the person who called 911. Investigation revealed that a glass door to the residence and a window had been broken causing more than $500 in damage. Nothing from inside the home appeared damaged or missing. Further investigation revealed that the two juveniles who had made the initial report had actually been the people who shot out the windows and door to the home with a bb gun and had made up a story about a masked man burglarizing the home. Troopers left the children in the care of their mother. The case will be forwarded to Juvenile Probation for review. Bendapole Drive, near Willow. Investigation revealed that Frank Maselli, age 49, of Willow, assaulted another resident and damaged items on the property. Maselli was subsequently arrested for Assault IV-DV and Criminal Mischief IV-DV. Maselli was transported to Mat-Su Pretrial Facility where he was remanded without bail. Moses responded to the runway to find a Grant Aviation Cessna 207 on the west side of the runway, completely off the runway. Tracks and a preliminary interivew with the pilot Kevin White, revealed that White was completing his landing roll out and the 40-45 knot cross wind pushed the aircraft off the runway. The pilot and three passengers (two adults and one teenager) were uninjured. FAA was notified, alcohol does not appear to be a factor. The investigation is ongoing. AK Bureau of Investigation Location: Koliganek ARMS Number: AK12-249982 Type: Misconduct involving a Controlled Substance II & Tampering with Physical Evidence UPDATE: On 11-16-12, James Folsom Jr. was arraigned in Dillingham court and his bail was set at $20,000.00 plus a court approved third party custodian. Folsom's wife Patricuia Byrne, age 25 was aslo arrested on 11-16-12 in Koliganek. She was charged with Misconduct involving a Controlled Substance IV & Tampering with Physical Evidence, for attempting to throw the heroin out the window, then hiding it in a hole in the wall. She was also charged with Misconduct involving a Controlled Substance in the Sixth degree for possession of marijuana at the time of her arrest. Byrne was arraigned in Dillingham court and her bail was set at $10,000.00 plus a court approved third party custodian. Original Text: The Dillingham WAANT Unit, with the help of the Dillingham Police Department and the Koliganek VPSO, investigated the possession and trafficking of heroin in Koliganek, AK. As a result of the investigation, two search warrants were executed at the residence of James Folsom Jr., age 26, in Koliganek. Dillingham Police K9 "Lutri" was utilized during the service of the search warrant and subsequently assisted with the seizure of over 4 grams of heroin, as well as approximately $2,000 in cash. While making contact with Folsom Jr., he attempted to destroy evidence in the presence of the officers. James Folsom Jr. was arrested and charged with Misconduct involving a Controlled Substance in the Second Degree and Tampering with Physical Evidence. Folsom Jr. was transported to the Dillingham Correctional Center and held in no bail status. Folsom Jr. was expected to arraigned on the morning of 11-16-12. AK Bureau of Highway Patrol ------------------------------------------------- Location: Big Lake=09 Case number: AK12250175 Type: Felony DUI Text: On 11/16/12, at 1540 hours, Alaska State Troopers with the Bureau of Highway Patrol, South Central Team came upon a vehicle in the ditch on W. Sunrise Drive, in Big Lake. Investigation revealed Jonathan Hickman, age 43 of Sutton, was driving on W. Sunrise Drive when his vehicle went in the ditch. Scene investigation revealed Hickman had been driving the vehicle while under the influence of alcohol and was arrested for DUI. Further investigation revealed Hickman to have a Felony DUI conviction in 1999. Hickman was remanded to Mat Su Pretrial where bail was set at $5000 plus a CATP. The vehicle was released to a licensed driver. Author: JTO0 Received Saturday, November 17, 2012 4:17 AM and posted Saturday, November 17, 2012 4:58 AM ------------------------------------------------- Location: Palmer Case number: AK12250292 Type: Eluding 1st degree, Reckless Driving, Driving with a Revoked License, Assault 3rd degree on a peace officer, MVC-I Text: On 11-17-12, at 0123 hours, Alaska State Troopers with the Bureau of Highway Patrol conducted a traffic stop on a 1992 Chevrolet 1500 on Seward Meridian Pkwy at Spruce Dr after observing it speeding and running a solid red light. Troopers contacted and began speaking with the driver who was later identified as William R. Welsh II, age 22, of Wasilla. While the Trooper was standing at the driver side of the vehicle Welsh put the Chevrolet into drive and speed away spinning his tires at a high rate of speed causing the Trooper to jump back to avoid injury. Welsh was displaying signs of being under the influence of alcohol. Troopers began to pursue Welsh, who drove at a high rate of speed on the wrong side of the roadway at time and running multiple stop signs. Welsh continued his attempt to elude Troopers on Ruth Dr where he was unable to negotiate a curve in the roadway and crashed into a tree and a large boulder. The Chevrolet rolled onto its side while sustaining significant damage. Welsh was located in the vehicle with serious injuries. Central Mat-Su Fire and EMS responded to the scene and transported Welsh to Mat-Su Regional Hospital for treatment of his injuries. Welsh was found to have serious but non-life threatening injuries. Family members for Welsh have been contacted by APD and are responding to the Hospital. Welsh was also found to have a revoked driver's license stemming from a prior DUI conviction and is required to have an IID in any vehicle he is operating. The investigation is continuing and charges will be forwarded at a later date. Alcohol is a factor in this case. The vehicles were contacted at mile 58 of the Parks Hwy, and investigation revealed Samantha Meyer, age 21 and Joshua Mommsen, age 20 both of Wasilla were driving their vehicles in a reckless manner. Both Meyer and Mommsen were issued Misdemeanor citations for Reckless Driving and released on scene. Investigation revealed Shaunda Ferrari, age 46, of Anchorage was eastbound on Hollywood Rd approaching Vine Rd in her 1988 Dodge van when she failed to stop at the stop sign and crossed onto Vine Rd. Ferrari's vehicle was struck by a northbound 1983 Dodge pickup operated by Paul Nibur, age 43 of Wasilla. Ferrari was transported to the hospital for treatment of non-life threatening injuries. Further investigation revealed Ferrari was driving while under the influence of alcohol. Ferrari was issued a minor citation for failure to stop at a stop sign and Misdemeanor citation for DUI. Both vehicles were estimated to be a total loss and towed from the scene.
