A Detachment Location: Ketchikan Case number: AK12250266 Type: Driving in Violation of an Instructional Permit and MCA 1st Text: On 11/17/2012 at approximately 1950 hours, the Alaska State Troopers in Ketchikan conducted a traffic stop on a 2002 Chevrolet S-10 pickup for an equipment violation near mile 2 of the South Tongass Highway. The driver was identified as a 16-year-old male from Ketchikan. Investigation revealed the driver had a provisional license and was in violation of that license because he had a passenger in the vehicle under 21 years of age. Subsequent investigation revealed the passenger had recently consumed alcohol. The driver was issued a citation for Driving in Violation of an Instructional Permit and the 18-year-old passenger, Spencer Strassburg, was issued a citation for Minor Consuming of Alcohol. C Detachment Location: AKIACHAK, AK Case Number: AK12250494 Type: SUICIDE Text: On 11/18/12, at approximately 0300 hours, a 31-year-old man called TPO Tom and Jason Charles, reporting his brother Stanton George (22 yrs) had just shot himself in the head. The officers responded, with health aids to investigate. Stanton was found with a bullet wound to the head and was declared deceased at 0315 hours. AST standby trooper was contacted and advised the Officer's to secure the scene until AST could arrive. AST responded the following morning. The statements given by family along with evidence found, supports the alleged suicide. The remains were sent to the SME for autopsy. Alcohol was a factor. The VPSO and an AST Kotzebue Trooper responded. Investigation determined Lathropp T. Russell had recklessly caused physical injury to a family member. The injured person received treatment at the Kiana Health Clinic and was released. Russell was placed under arrest and transported the Kotzebue Regional Jail facility where he was held without bail. Arthur Coffin age 47 and George Melton age 45, both from Noorvik, left Kotzebue at approximately 1900 hours the previous evening. They were both on a single red Honda 4-wheeler, they were overdue. Bering Air was contacted and asked to be on the lookout for the travelers as they flew their regularly scheduled flight between Kotzebue and Noorvik. At approximately 1050 hours, Bering Air reported seeing two men and a 4-wheeler fitting the description at a camp on the Kobuk River approximately 18 miles downriver from Noorvik. Family members from Noorvik were notified and went to the camp to assist. Everyone involved returned to Noorvik unharmed. Larionoff shortly after he was denied service at the health clinic because of his level of intoxication. The VPSO was able to determine that Larionoff, a resident of Old Harbor, had driven himself to the clinic in a 2000 Plymouth Neon moments earlier. The VPSO initiated a DUI investigation that resulted in the arrest of Larionoff for DUI and Driving While License Revoked (both offenses are Class A Misdemeanors). Larionoff was transported to the Kodiak City Jail by air taxi. Bail was set at $1000.00. The investigation revealed that three male juveniles, 16 YOA, 11 YOA and 13 YOA, all of Selawik, obtained a crow bar, pried open a rear door and entered the building without permission. The forced entry resulted in approximately $450 damage to the door. Foxglove's 85-year-old mother was trying to call her daughter home, Foxglove while in a fit of rage, snatched the microphone out of her hand and placed her in fear of imminent physical injury. Foxglove was intoxicated at the time of both assaults. Foxglove was arrested for two counts of Assault 4th, transported to Kotzebue and remanded to the Kotzebue Regional Jail without bail. A 43-year-old female from Brevig Mission was contacted as she waited for her flight. The female made admissions to possessing marijuana, but decided not to further cooperate. Investigation determined there was 54 grams of marijuana in her luggage. The street value for the marijuana in Brevig Mission is approximately $2700. Investigation revealed the driver, Mary R. Nisbett, age 50 of Palmer, was driving a 2004 Honda Odyssey northbound on the Seward Highway when she lost control of her vehicle on ice, slid across the roadway into the southbound ditch, then rolled onto the car's roof.
