A Detachment Location: Ketchikan Case number: AK12253985 Type: Motor Vehicle Collision-Damage Text: On 12/04/12 at 1756 hours, the Alaska State Troopers in Ketchikan received a report of a single vehicle collision near mile 12 of the North Tongass Highway. Investigation revealed that Andrew Rasmussen, age 41 of Ketchikan was traveling Northbound on the North Tongass Highway in a 1995 Ford Ranger when he hit black ice and lost control of the vehicle crossing the centerline and colliding with a guardrail. No injuries were reported and the driver reported that he was wearing a seatbelt at the time of the collision. Investigation revealed that 28-year-old Libbie Taylor of Ketchikan lost control of a 1994 Chevy pickup after hitting a patch of black ice. The vehicle slid off of the roadway and struck a power line pole and destroyed a stop sign before coming to rest in a ditch. Taylor reported to AST that she was not injured in the accident. Citations were issued for failure to show proof of insurance and expired vehicle registration. Investigation revealed Tanner Heisler, 19, of Anchorage was traveling southbound on the Parks Highway in his 2006 Chevy Malibu when a moose walked into the road and was struck by Heisler's vehicle. Heisler, the only occupant in the vehicle, was transported by life flight to Providence Hospital in Anchorage. His injuries are believed to be life threatening. It is unknown if Heisler was wearing a seatbelt at the time of the collision as EMS were already treating him on scene when AST arrived. Investigation is continuing. Robert Paulsberg, age 49 of Wasilla, was located at the residence. Paulsberg was arrested for an outstanding arrest warrant for failure to appear for remand on the original charge of DUI. Paulsberg was remanded to Mat-Su Pretrial Facility where he was held with three days to serve. Investigation revealed that Aleck Paul Cusma III, age 35 of Nondalton, assaulted a female adult. Aleck Cusma III was arrested, transported and remanded to the Bristol Bay Borough Detention Facility for Assault in the Fourth Degree (domestic violence) and is being held pending arraignment. Investigation reveled that Jason Black, age 29, of Noorvik, assaulted a family member by punching the person in the face several times causing pain. As the person tried leaving the residence, Black grabbed the person by the hair and dragged the person, causing more pain. Black fled the area and was not located. Further investigation disclosed Black had been convicted two times for assault 4th in the last five years. A warrant, with no bail was issued out of the Kotzebue court for Black's arrest. Further investigation revealed the victim fled Deering for fear of being assaulted again. The family member received injuries from the assault. Williams was arrested and remanded to the Kotzebue jail with no bail pending arraignment. Alcohol is a major factor in this case. Deering is a local option community that prohibits alcohol. Author: JEL2 Received Wednesday, December 05, 2012 4:05 PM and posted Wednesday, December 05, 2012 4:12 PM AK Bureau of Investigation ----------------------------------------- Location: Anchorage Case Number: AK12253466 Type: Death Investigation/suicide (UPDATE) Text: The Alaska State Troopers investigation into the 12/02/12 suicide of Israel Keyes while he was in federal custody at the Anchorage Jail Complex has determined that Keyes used a blade from a disposable shaving razor that had been embedded into a pencil to cut himself on the left wrist. Additionally, Keyes had used a length of bedding material from his cell to strangle himself. A determination from the State Medical Examiner as to which of these injuries, either alone or in combination, primarily contributed to his death is not yet available. This event occurred while Keyes was locked alone in a cell, from 9:30 p.m. on 12/01/12, until he was discovered deceased at 5:57 a.m. on 12/02/12. There is no indication of any criminal involvement from other persons. Pages of crumpled, blood soaked paper that appeared to have writing on them were recovered from the cell. AST has provided this item to the FBI, at their request, for laboratory processing. Original text: On 12/02/12, at approximately 0623 hours, the Alaska State Troopers, Alaska Bureau of Investigation, was notified of a death of an inmate from the Anchorage Correctional Complex. Investigation revealed inmate Israel Keyes, age 34, of Anchorage, passed away due to an apparent suicide. Next of Kin has been notified. The State Medical Examiner's Office was notified. SME personnel responded and took possession of the body. No foul play is suspected.
