A Detachment Location: Ketchikan Case number: AK12255670 Type: DUI, MICS 5th Degree x2, MICS 6th Degree, VCOR x3 Text: On 12/11/12 at 2055 hours, the Alaska State Troopers in Ketchikan conducted a traffic stop on a blue Ford Explorer near Mile 6 of the North Tongass Highway after the vehicle was observed to have a broken tail light. Investigation revealed that David Kitsmiller, age 55, of Ketchikan was operating a motor vehicle under the influence of alcohol and was subsequently arrested for Driving Under the Influence. Further Investigation revealed that a passenger, Sarah Kitsmiller, age 20, of Ketchikan, was found to have been Violating Conditions of Release after she was found to be in possession of Marijuana and non-prescribed medications. Sarah Kitsmiller was arrested on two counts of Misconduct Involving a Controlled Substance in the 5th Degree, one count of Misconduct Involving a Controlled Substance 6th Degree, and Three counts of Violating Conditions of Release. Both D. Kitsmiller and S. Kitsmiller were arrested and remanded to Ketchikan Correctional Center. When contacted, Wright was found to be highly intoxicated in violation of her conditions of release which stated not to consume alcoholic beverages. Investigation revealed Andrew Covlasky, age 48 of Wasilla, was driving while his license was revoked. Covlasky was issued a misdemeanor citation and the vehicle was released to a licensed driver. Investigation revealed Matthew Lundy, age 32 of Wasilla, was driving the vehicle while his license was suspended. Lundy was issued a misdemeanor citation and released from the scene. Further investigation revealed the passenger, Brittany Kunz, age 22 of Anchorage, had two warrants for her arrest. The first was failure to appear for charges of Theft 2 and Theft 3 with a $2,500 cash only plus court approved third party bail. The second warrant was for failure to appear on charges of Reckless Driving with a $500 bail. Kunz was remanded to the custody of the Mat-Su Pretrial Facility. Metro had two outstanding NO BAIL arrest warrants. The first warrant was for failure to appear for remand to serve five days on the original charge of Theft IV and the second warrant was for failure to appear for remand to serve three days on the original charge of DUI. Metro was arrested at the residence without incident and remanded to MSPT where he was held without bail; to serve his time. Skin, 50 YOA of Selawik, reported that Skin was found to be intoxicated while she spoke to him on the telephone. The wife informed the VPO that Skin was prohibited from consuming alcohol as part of his conditions of release in a pending criminal court case in Kotzebue. The investigation also revealed that Skin was on felony probation and is prohibited from consuming alcohol as part of his probation conditions. Skin was located at a Selawik residence and found to be intoxicated as reported. He was arrested for Violation of Conditions of Release and was also ordered, by his probation officer, to be taken into custody for violating his probation conditions. Skin was transported to the Kotzebue Regional Jail where he was remanded to custody without bail. The investigation revealed that no one suffered any such injury. However, two victims, father and son ages 50 and 14, both of Selawik, sustained minor injuries when a 30-year-old male suspect came to the residence but refused to leave when told to. An altercation ensued between the father and suspect outside the residence. When the father appeared to be losing his ability to protect himself from repeated blows by the suspect, the son intervened but was punched on the ear suffering pain to his ear. The father was able to end the altercation by striking the suspect with a mop ringer at which point the suspect fled the scene on foot. His whereabouts is currently unknown. Alcohol was a factor. The investigation is continuing. It was believed that the travelers were possibly still enroute and hadn't arrived yet. The SAR Coordinator arranged for a hasty search party to travel from Noorvik towards Kotzebue and a party from Kotzebue to search from Kotzebue towards Noorvik. Sometime between 12/8/12 and 12/9/12, an OTZ crew of employees found the hatchback stuck in the snow approximately 15 miles out of Kotzebue. The occupants were found to be uninjured. The OTZ crew remained with the travelers until help arrived. The investigation revealed that Shona L. Andrews, 35 YOA of Selawik, assaulted her 34-year-old sister at their residence by pulling several large clumps of hair out of her head and punching her. The victim suffered minor injuries and did not require medical attention. Andrews was arrested for Assault 4th (DV), transported to the Kotzebue Regional Jail and remanded without bail. Both drivers reported wearing their seatbelts and no injuries were reported. Damage to both vehicles was estimated at $7,500. Investigation revealed a 2002 Chevy pickup driven northbound by Christopher Shilling, age 36 of Seward, was hit head on by a Dodge pickup traveling southbound By Ralph Edward Adams, age 60 of Anchor Point. Both vehicles were totaled. Adams and two Passengers were transported by Girdwood fire department to Providence hospital for treatment. Adams was determined to be intoxicated at the time of the collision. Charges of DUI will be forwarded to the district attorney's office due to Adams not being released from the hospital.
