A Detachment ------------------------------------------------- Location: Thorne Bay Case number: AK13016632 Type: Motor Vehicle Collision - Damage Text: On 3-10-2013 at approximately 0945 hours, the Thorne Bay VPSO was advised of an after the fact motor vehicle collision that had occurred on the Thorne Bay Road. Subsequent investigation revealed that a 17-year-old female was driving a 2005 GMC Envoy when she encountered icy road conditions and lost control of the vehicle. The vehicle slid off the roadway and struck the guard rail. Both occupants of the vehicle reported that they were wearing their seat belts at the time of the collision and did not sustain any injuries. Alcohol was not a factor in this incident. The 2005 GMC Envoy sustained moderate but functional damage and the guard rail damage was reported to Klawock Department of Transportation. Investigation revealed Usoltseff had an outstanding AST arrest warrant for Failure to Appear on the original charge of DWLR. Further investigation revealed Usoltseff provided a false name to a peace officer. Subsequently, Usoltseff was arrested on the outstanding warrant and for Providing False Info. Usoltseff was remanded at Mat-Su Pretrial, and held with bail set at $1,000. Investigation revealed that a verbal altercation started over usage of the laundry facilities. It then escalated to a physical altercation where at least two neighbors received bite marks from 21-year-old Kayla Clabo of Wasilla. Clabo also became aggressive towards State Troopers and attempted to bite them. Clabo was arrested for Assault IV x 3, Disorderly conduct and Resisting arrest. Clabo is being held at Matsu Pretrial, no bail was ordered in the case. Investigation revealed Pacheco had an outstanding warrant for his arrest for failure to appear on the original charge of Improper Use of Registration. The driver and sole occupant was identified as 60-year-old Kodiak resident Jaime Limbo Barredo. A routine records check revealed that Barredo's California driver's license was suspended. Barredo contacted a validly licensed driver who responded to the scene to take over driving responsibilities. Barredo was issued an AUC charging him with DWLS (a Class A Misdemeanor) and released at the scene. Dewayne Blue, age 29 and Kevin Clark, age 21 both of Togiak had gone up river on their snowmachines earlier that day. On the way home, bad weather and darkness overtook them and they took the wrong trail. The two then became lost. Blue and Clark were able to make a cell phone to call for help. Two volunteers from Togiak went out on snow machines and located Clark and Blue. Everyone returned to Togiak at 0240 hours. Both Clark and Blue were reported in good condition. It was learned that immediately upon their arrival a family member drove Jeffrey up the Crooked Creek River on a snowmachine and attempted to hide him. Both troopers traveled to Jeffrey's location where a foot pursuit ensued in thigh- and waist-deep snow. Jeffrey was apprehended a short time later by the troopers. Jeffrey was transported to Bethel where he was remanded without bail. Troopers responded to Chuathbaluk and conducted an investigation, finding that 24-year-old James Sakar of Chuathbaluk had injured a related adult female resident of Chuathbaluk in an assault, which involved strangulation. In the same incident, Sakar assaulted an unrelated minor female, also of Chuathbaluk. Alcohol contributed to this incident. Sakar was arrested and transported without incident from Chuathbaluk to Bethel where he was remanded without bail to the Yukon Kuskokwim Correctional Complex. Investigation revealed that between 0340 and 0400 hours that morning, Zeller approached the residence and while standing in the yard and on the steps to the residence woke up the occupants by repeatedly yelling and refusing to leave when told to do so. At one point Zeller fled from the residence, but returned a short time later after which a fight ensued. Earlier in the week Zeller subjected the occupants to similar conduct and was trespassed from the property. Zeller was arrested on 3/5/13 and transported to Bethel where he was remanded to YKCC on two counts of Criminal Trespass 1. A State Trooper and VPSO responded on 3/5/13 and arrested Zeller on three counts of Criminal Mischief 4-DV, Assault 4-DV, Criminal Mischief 5-DV and Harassment 2-DV. Investigation revealed Desrochers went through the overflow, got wet, and was experiencing some medical issues. Upon arrival David E. Schei, 59 of Fairbanks, was located with serious injuries and transported to FMH. Schei was pronounced deceased upon arrival at the hospital. Anthony W.
