A Detachment ------------------------------------------------- Location: Ketchikan Case number: 10-64235 Type: MICS 6th Degree Text: On 07/14/10 at about 1916 hours, the Alaska State Troopers in Ketchikan contacted a white Mercury sable parked on the side of the road at mile 4 Revilla Road. Subsequent investigation revealed that the occupants, John Ramsey, 21 years of age, of Ketchikan and Mary Key, 19 years of age, of Ketchikan were both in possession of a small amount of Marijuana and drug paraphernalia. J. Ramsey and M. Key were both issued a summons to appear in court for Misconduct Involving a Controlled Substance in the 6th degree. Both were released at the scene. Investigation revealed two unknown individuals had vandalized a parked vehicle near the business by spray painting profanity on the car. Troopers observed two young males nearby and attempted to contact them. The two males refused directions by troopers to stop and ran into the nearby wooded area. The area was searched with negative results. The two males are believed to be 16 to 19 years of age; one Caucasian and one Asian, both were wearing blue bandanas. Damage to the car is estimated at approximately $500.00. This case is still under investigation. Investigation revealed the driver, Richard Alexander III, age 25 of Palmer, was operating the vehicle while impaired. Investigation revealed that Elycia Gronn, age 21 of Kodiak, rolled her blue 1991 Toyota Tacoma after driving off of the road. The Toyota truck is estimated to be totaled. Gronn was transported to the ER, and was contacted later by Troopers. Gronn is suspected of being intoxicated and DUI. Investigation revealed that Roland Lockwood, age 20 of St. Michael had assaulted his pregnant girlfriend earlier in the day. The victim was treated and released from the St. Michael Clinic. The St. Michael VPO located Lockwood, who ran away from the VPO, but a short while later was located and after Lockwood resisted arrest and attempted to assault the VPO, he was taken into custody. Lockwood was eventually transported to Nome and lodged at AMCC pending arraignment on charges of Assault in the Third Degree, 2 counts of Assault in the Fourth Degree, Interfering with the Report of a DV and Resisting Arrest. AST responded to the area to investigate the noise complaint and located the source of the noise, a live band performing on the property belonging to Dustin John Miller, 29 YOA of Fairbanks. Miller was warned that the noise level was having a disturbing effect on his neighbor and that his failure to reduce the noise level will result in his arrest. Miller complied. At 12:22 A.M., AST received another report from another caller of excessive noise sounding from the same area where Miller lives. AST returned to Miller's residence and discovered persons singing on a Karaoke/similar noise amplifying system creating excessively loud noise in the neighborhood. Miller was arrested for Disorderly Conduct and remanded to the Fairbanks Correctional Center on $500. bail. Alcohol was involved. Investigation revealed that Genevieve Hill, age 16 of North Pole was driving a Suzuki Quad King east on Plack Rd when she left the road into the ditch and collided with a tree. Hill had one passenger, Jenna Falconers 12, also of North Pole. The driver sustained a possible fracture to her leg and was transported to Fairbanks Memorial Hospital. The passenger was wearing a helmet and was uninjured. Alcohol did not appear to be a factor. Investigation revealed that group got a vehicle stuck near the trail, separated, and got cold and wet. The group was going to the bus made famous by the book and movie "Into the Wild". A Fairbanks stationed Trooper in a Super Cub located the vehicle and a Cantwell stationed Trooper on an ATV located the group on the trail and escorted them back to the road. Upon contact, AWT detected the odor of alcohol and observed visual indications of intoxication. Breath alcohol tests confirmed that Hopper was operating a motor vehicle under the influence of alcohol. Further investigation revealed that Hopper's driver's license had previously been suspended. AK Bureau of Highway Patrol ------------------------------------ Location: Wasilla Case number: 10-61809 Type: Felony Eluding x2, Reckless Driving x2, NVOL x2 Text: On 7/8/10 at approximately 1553 hours the AST Bureau of Highway Patrol, South Central Team attempted to stop a 1992 Saturn Coupe for a moving violation near mile 9 Knik-Goose Bay Rd. The driver of the vehicle, later identified as Joshua Foster, age 34 of Wasilla, failed to stop and led officers on a several mile long pursuit at speeds in excess of 120 mph. Foster also passed numerous vehicles in no passing zones, on blind corners and hills. Officers terminated the pursuit after a license plate and a good view of the driver was obtained due to the dangerous conduct of Foster. On 7/15/10 at approximately 0617 hours Troopers located the vehicle near mile 1 of Pt. MacKenzie Rd. An attempt to stop Foster resulted in another pursuit with speeds again in excess of 120 mph. A tire deflation device was successfully deployed and a tire on the vehicle was flattened. Foster then fled into the woods near the intersection of Knik Goose Bay Rd. and Pt. MacKenzie Rd. Foster was arrested several hours later as he attempted to leave the area after calling another individual for a ride. Foster was charged with two counts of Fail to Stop at the Direction of a Peace Officer in the First Degree, 2 counts of Reckless Driving, and 2 counts of Operating a vehicle without a valid operators license. Foster was remanded to the Mat-Su Pretrial Facility on $20,000 cash only bail and a court approved 3rd party custodian requirement.
