The driver of the vehicle was report as intoxicated. AST stopped on the vehicle bearing Alaska license plate #HBA979 and contacted the driver and identified him as Douglas S. Palmer 57 YOA of Fairbanks. Investigation revealed Palmer was operating his vehicle while under the influence of Alcohol. Palmer was arrested for DUI and transported to the Fairbanks Correctional Center Facility where he was remanded on $1500.00 bail.
