Investigation by the Kake VPSO revealed that Skeek had threatened a family member and unplugged the telephone in the house, so that the family could not make a report. Investigation revealed the driver, Timothy R. Kelly, age 46 of Anchorage, was driving under the influence of alcohol, had a warrant for his arrest for Failure to Appear in Kodiak for Jury Duty, and had failed to notify the Department of Public Safety Sex Offender Registry that he had moved to Anchorage from Kodiak. Kelly was arrested and was remanded to the Mat-Su Pre-Trial Facility with bail set at $1550. Lisbourne, age 26 from Kotzebue, had dro pped of a suspicious package at a local airline to be shipped to Point Hope . A subsequent search of the package revealed a vacuum sealed package wh ich contained nearly one pound of marijuana. State Troopers were unable to locate Lisbourne and obtained a warrant for Lisbourne's arrest on two co unts of MICS IV. On 2-27-12 State Troopers arrested Lisbourne on the war rant (2KB-12-850) at a residence in Kotzebue. Lisbourne was transported to the Kotzebue Regional Jail where he was remanded into custody and held o n $2,500.00 bail. Upon arriving in the area, Bruce Ballot, age 37 of Buckland was contacted and identified as the driver of the ATV. The inve stigation disclosed Ballot was operating the ATV while under the infl uence of alcohol. Ballot got off of the ATV and tried getting on a snow machine to flee the area. The Buckland VPO's were able to get Ba llot stopped. Ballot failed field sobriety tests and was placed under ar rest. Ballot was later remanded to the Kotzebue Regional with no bail. Text: Approximately 2355 hours on 12-22-12, AST and Selawik VPO Moon invest igated a domestic disturbance at a residence in Selawik. Virgil Foster ( 30) was arrested after an investigation revealed that Foster was intoxicate d and had been causing a disturbance at his residence, throwing things arou nd and during the incident, recklessly caused minor injury to a two year ol d child. Foster was chared with a domestic violence related Assault in t he Fourth Degree. He was transported to the Kotzebue Regional Jail, in l ieu of $750.00 bail or a court approved third party custodian. Investigation at the scene disclosed that Arthur Richards , age 24 of Buckland did not enter the residence. Richards was in the arctic entry way for unknown reasons. Upon being contacted Richards was making loud noise and warned to stop or he would be arrested for Disorder ly Conduct. Richards then became combative to the VPO and placed the VPO in fear of being assaulted by Richards actions and conduct. Richa rds was arrested on scene. Further investigation disclosed that Richards is on misdemeanor probation on an original charge of assault 4th degre e. Part of Richards probation is not to consume alcohol. Richards w as later transported to the Kotzebue Regional jail and remanded without bai l. Alcohol is major factor in this case. The next of kin had found his mother, Mary Kerner, age 89, in her bedroom with a self-inflicted gunshot. University of Fairbanks Emergency Medical Service responded to the residence and pronounced Kerner deceased. Kerner's remain was sent to the State Medical Examiner's Office for an autopsy. Stephanoff, 27, of Russian Mission, Alaska,as he waited at a local air carrier in Bethel for his flight to Russian Mission.Incident to the contact, approximately 2 pounds of marijuana and a single 750ML bottle of alcoholic beverage was found and seized from Stephanoff's carryon bag.Stephanoff was arrested and remanded at YKCC pending arraignments on 12/29/2012.Investigation is ongoing.
